SWAT team negotiates Pasco man's surrender

NEW PORT RICHEY - Deputies and members of the Pasco County SWAT team were called to a New Port Richey apartment complex to coax a man from his home early Tuesday, according to the Pasco Sheriff's Office.About 4 a.m., deputies responded to Ashton Oaks Apartments, 11739 Sweet Serenity Lane, for a possible domestic violence situation.When authorities arrived, they found Matthew F. Foster, 44, barricaded in his apartment and refusing to leave. He told deputies he had been arrested in the past and he refused to go to jail again, according to the Pasco Sheriff's Office.During the time he was inside the apartment, Foster claimed to have weapons and threatened to force deputies to shoot him, Melanie Snow, Pasco sheriff's spokesperson said. At some point, a several loud bangs were heard, but it was later determined to be fireworks, Snow said. No weapons were found.Several nearby apartments were evacuated.The SWAT team was used to negotiate his surrender, which happened about 10:30 a.m. Foster was taken to a local hospital for evaluation.
